Interested in Teaching a Program in the Community Center

 

Springfield Township continually strives to create programs and events which enhance the lives of its residents.Over the past several years, the Township has successfully implemented various community programs, held throughout the Township, including in the Senior/Community Center and the costs for these programs have been, and will continue to be, covered through grants, donations or participation fees. These community programs have been held during daytime and evening hours and were attended by residents, young and old. Due to the participation and positive statements of Township residents, the Township desires to continue to provide such community programs and to establish a policy to ensure the consistent quality of the programs presented and the instructors chosen.

Community Program Defined:A “community program” is an activity or event which offers an educational, social, hobby, relaxation, fitness, amusement or recreational opportunity to the residents of Springfield Township. Community Programs are not intended to sell a product or service to the participants.


Community Program Sessions:To the extent possible, Springfield Township will present two Community Program Sessions.The Fall/Winter Session will run from September to February of each year, and the Spring/Summer Session will run from March to August of each year.


Community Program Selection:The Township is interested in presenting Community Programs on a variety of topics which are of benefit to Township residents.Typically, the Township will determine the Community Programs which it believes will be of interest to its residents and will seek qualified instructors to present those programs. However, in the interest of providing the best programs possible, the Township will also permit members of the general public to submit program ideas. Persons who wish to submit a Community Program idea must complete a Community Program Suggestion Form. If the person making the Community Program Suggestion would like to be chosen as the instructor for that program, he/she must complete the forms outlined in this Policy for the selection of instructors.  Only those Community Programs which fit the Township’s goal of providing recreation and enrichment will be presented, and the Springfield Township Board of Trustees retains absolute discretion in the approval, denial, or modification of any Community Programs suggested or presented.


Instructor Selection:Upon the approval of the Community Programs for each Session, the Township shall announce the programs to be presented and seek instructors for each program.Typically, instructors will be sought for the Fall/Winter Session in May and June, and instructors for the Spring/Summer Session will be sought in November and December. Information on the instructor selection process will be available on an ongoing basis through the Township’s website and offered as needed through press releases and E-News announcements.Persons who wish to present any approved program must complete an Instructor Application, including three professional references related to the program being offered. Such persons must also complete a Program Outline and Information Form, detailing the manner in which they propose to present the particular program.The Township also reserves the right to require background information and consent to a background investigation. The Township will review the applications and forms submitted and will evaluate the instructors on the basis of their experience, credentials, references, program outline, and background information (if any). In the event only one instructor submits an application and form for any given program, the Township, at its discretion, may seek additional instructor applications for that particular program or may choose not to present that program until such time as additional instructor applications are received. Interviews will be conducted with the instructors deemed qualified by the Township; however, the Township, at its discretion, may waive the interview process for any person who has previously been selected as an instructor for any of its Community Programs.Final selection of instructors shall be at the sole discretion of the Township and will be made by the appropriate Township staff person as designated by the Township Administrator.All instructors must be approved by the Springfield Township Board of Trustees. Any person not selected as an instructor may re-apply for the next Community Program Session.


Instructor Agreement: All instructors selected will be required to execute a written agreement with Springfield Township.The Agreement shall outline, among other things, the class dates, length and duration of the program; cost to participants to be collected by the Township; and the minimum/maximum number of registrations required. The term of the Instructor Agreement shall be for one Community Program Session only. Automatic program renewals shall not be offered to instructors. If an instructor wishes to continue offering the same program, they must re-apply for each Program Session. The Township may also, for any reason, determine to continue the offered program using a different instructor at the beginning of the new Program Session without any further obligation to the previous instructor.


Instructors Fees/Payment/Other Requirements:Springfield Township will retain a percentageof the agreed upon participation fee and 100% of the non-resident fee to cover costs associated with the program being offered, as determined by the Board of Trustees from year to year.Payments to the instructor are made at the completion of the session, or on a monthly basis for sessions lasting over 4 weeks.Instructors are independent contractors and are not employees of Springfield Township; no benefits, hourly wage or workers compensation will be offered. Depending on the type of class offered, liability insurance may be required at the instructor’s cost.


Community Program Marketing:Springfield Township shall be responsible for all marketing of the Community Programs.Such programs may be marketed on the Township’s website, through press releases and/or E-News announcements, or in a bi-annual activity guidebook, paid for through the advertising sold by the publisher.Chosen instructors may also market the Community Programs that they have been selected to present so long as any such marketing is approved in advance by Springfield Township.
