Road Funding

Levy & Fund Use

Springfield Township last passed a road levy in 1997. This one mill levy will generate approximately $483,893 for the township's Road District Fund in 2016. This amount varies slightly with each new property valuation. With limited resources, the majority of those funds are used towards repaving roads using matching funds from the State Capital Improvement Projects (SCIP) grant. SCIP grants are awarded by the State of Ohio with strict guidelines and many communities applying. They are greatly effective in maximizing tax dollars.

SCIP Grants

SCIP is a funding program approved by the voters in the State of Ohio in 1988, and reauthorized in 2005 and in 2014. The proper name for the program is the State Capital Improvement Program.

Ohio is divided into 19 Public Works Districts. Hamilton County is a single county district because of its large population. Springfield Township's district number is 2. District 2 has an Integrating Committee, made up of local government officials, which has authority under Chapter 164 of the Ohio Revised Code to award grants and loans to qualified applicants. Ohio municipalities, townships and counties are eligible to receive the grants and loans. In most cases, a 50% match is required on any grant project. (Below, a 50/50 SCIP Grant signifies projects where 50% were paid through the SCIP Grant and 50% paid through Springfield Township tax dollars.)

Springfield Township has been quite successful in obtaining SCIP grants for road repair, however the competition for these grants are growing every year.
